BALTIMORE – U.S. Immigration and Customs Enforcement arrested two foreign nationals in Maryland after authorities at the Prince George’s County Detention Center released them without honoring immigration detainers issued by the federal agency, according to ICE.

The two men were identified as Yeferson Jose Canamo-Jordan, a 28-year-old Venezuelan national whom ICE describes as a suspected member of the Tren de Aragua gang, and Felipe Fernando Reymundo, a 23-year-old Guatemalan national.

ICE Enforcement and Removal Operations officers conducted targeted operations on July 9 to locate the men following their release from county custody. Both were arrested during separate vehicle stops in Upper Marlboro, Maryland.

ICE criticized Prince George’s County authorities for declining to honor the immigration detainers, arguing that such policies force federal officers to make arrests in communities rather than taking individuals into custody in the controlled environment of a detention facility.

“By choosing not to honor ICE detainers, county jails give us no option but to conduct more arrests in the community rather than in the safe and controlled environment of a jail,” ERO Washington Field Office Director Robert Guadian said.

According to ICE, both men had previous encounters with the criminal justice system.

Canamo-Jordan entered the United States unlawfully in August 2022 and was subsequently paroled into the country by U.S. Border Patrol, according to the agency. ICE said he was later convicted of driving without a valid license and more recently faced an assault charge.

The agency also identified Canamo-Jordan as a suspected member of Tren de Aragua, the Venezuelan criminal organization that has become a major focus of federal immigration and law enforcement operations.

Reymundo entered the United States at an unknown date and location without being inspected, admitted or paroled, according to ICE.

Federal authorities said he has been arrested several times since 2025 on charges that included arson, malicious destruction of property, trespassing and motor vehicle theft.

ICE said criminal charges against the two men had been dismissed before their release from the Prince George’s County Detention Center. Their immigration cases, however, remain separate from those criminal proceedings.

Following their arrests, Canamo-Jordan and Reymundo were placed in ICE custody and remain subject to immigration proceedings that could result in their removal from the United States.

The case highlights the continuing conflict between federal immigration authorities and jurisdictions that limit cooperation with ICE.

Immigration detainers are requests issued by ICE asking a law enforcement agency to notify federal immigration authorities before releasing certain individuals and, under applicable circumstances, maintain custody for a limited period so ICE officers can assume custody.

ICE maintains that detainers allow immigration arrests to occur in secure facilities and reduce the need for officers to locate individuals after they have returned to the community.

The agency said it will continue issuing immigration detainers when it determines there is probable cause that an individual is subject to removal under federal immigration law, regardless of local policies limiting cooperation with federal immigration authorities.
