It honors a nation that, after having lost its sovereignty, found among its own people the determination to recover it.

To those who live in the national territory and to the millions who carry the Dominican flag around the world, this date belongs to you, to the generations that inherited a homeland because others were willing to fight to restore its freedom.

To understand the magnitude of that sacrifice, it is necessary to return to a moment that is difficult to imagine from the Dominican Republic of today. There was a time when the Dominican flag continued to live in the memory of its people, but the Republic it represented had ceased to exist as a sovereign state.

Only 17 years had passed since that dawn of February 27, 1844, when Dominicans proclaimed their independence. In March 1861, under the government of General Pedro Santana, the country was annexed to Spain and Santo Domingo once again came under the rule of the Spanish Crown.

The young Republic had disappeared.

But it had not disappeared from the consciousness of Dominicans. There was a moment in history when the Dominican flag continued to exist, but the Republic it represented had disappeared.

The decision opened one of the deepest wounds of the young nation. Those men and women who had seen the Republic being born were still alive. Many had fought to defend it. Others had grown up hearing the names of Juan Pablo Duarte, Francisco del Rosario Sánchez and Ramón Matías Mella. Suddenly, the independence conquered barely a generation earlier had been annulled.

Santana had defended the annexation under the idea that the Dominican Republic was too weak to survive on its own. The country was going through economic difficulties, political instability and remained under the fear of new confrontations with Haiti. Spain offered military protection and economic support. But behind that promise there was an enormous price that implied ceasing to be a sovereign nation.

The resistance began almost immediately.

Francisco del Rosario Sánchez, one of the founders of the Republic, was in exile in Saint Thomas when Pedro Santana completed the annexation to Spain. From there he organized an expedition to fight it and, in June 1861, entered the country through the border with Haiti accompanied by José María Cabral and other men. When the Haitian government, pressured by Spain, withdrew its support for the revolutionaries, Sánchez attempted to retreat, but he was wounded during the withdrawal and was captured.

After a summary trial in San Juan de la Maguana, Sánchez was sentenced to death and executed by firing squad along with several of his companions on July 4, 1861. He was 44 years old. Only 17 years had passed since the proclamation of the Independence that he himself had helped to conquer.

His sacrifice became one of the great precedents of the War of Restoration that would break out two years later.

The Moca rebellion, led by José Contreras, had also taken place earlier. Those movements were defeated, but they made it clear that the annexation had not buried the independence sentiment.

During the following two years, discontent continued to grow. It was not only a discussion between politicians or military men. The new Spanish administration began to be felt in everyday life. Taxes arrived, economic measures that harmed local interests and differences in access to positions of power.

Added to that was the discriminatory treatment that numerous Black and mulatto Dominicans received from Spanish officials and military personnel.

There was also a fear that touched a particularly sensitive nerve. Spain still maintained slavery in Cuba and Puerto Rico. For a Dominican society that had lived for decades without that system, becoming part of a slaveholding empire again awakened deep concerns.

The loss of the Republic was also beginning to be perceived as a threat to rights that the population considered conquered.

Then August 16, 1863 arrived.

In Capotillo, a mountainous area near the border with Haiti, a group of restoration fighters led by Santiago Rodríguez began the insurrection that would once again change the course of the country. There, the Dominican flag was raised.

The gesture could seem small in the face of the power they had before them. Spain was still an empire with an army, ships, resources and possessions in the Caribbean. The restoration fighters, on the other hand, were beginning a war from the mountains of a poor nation, with limited weapons and resources.

But that flag raised in Capotillo carried with it something that would prove much more difficult to defeat, because the idea that the Republic still belonged to the Dominicans.

The uprising began to spread throughout the Cibao. Santiago quickly became one of the great stages of the war and later the political center of the revolution. There, the restoration fighters organized their own government and began to demonstrate that this was not an isolated rebellion, but the attempt to rebuild the Dominican state.

Gregorio Luperón

Among the men who began to stand out appeared a young man from Puerto Plata named Gregorio Luperón, barely 23 years old. Luperón was not the only leader of the Restoration nor was he the one who led the Cry of Capotillo. The war had numerous political and military leaders.

Santiago Rodríguez played a fundamental role in the beginning of the movement. José Antonio Salcedo, known as Pepillo, headed the Restoration Government. Gaspar Polanco, Benito Monción, Pedro Antonio Pimentel, José Cabrera, Ulises Francisco Espaillat, Benigno Filomeno de Rojas and many others assumed decisive responsibilities.

But Luperón began to distinguish himself on the battlefield.

His ability to mobilize men, adapt to the terrain and confront superior forces eventually turned him into one of the main restoration commanders. As the war progressed, that young man would become one of the most emblematic military figures of the movement and, later, one of the great defenders of Dominican sovereignty during the 19th century.

Ramón Matías Mella

There was also a figure there who directly connected that war with the independence of 1844. Ramón Matías Mella once again took the side of the Republic. He was no longer the young man associated with the blunderbuss shot at the Puerta de la Misericordia. He was an experienced man who assumed responsibilities as Minister of War of the Restoration Government and left instructions to fight through guerrilla warfare, taking advantage of knowledge of the territory and avoiding conventional confrontations that favored the Spanish army.

Juan Pablo Duarte y Diez

Juan Pablo Duarte was also linked to the restoration cause, although the uprising began while he remained in exile in Venezuela, after having been expelled from the country in 1844 by the government of Pedro Santana. From abroad, he sought weapons, money and support for the insurgents and, in 1864, returned to Dominican territory to place himself at the service of the Restoration Government in Santiago.

The authorities decided to take advantage of his prestige by sending him back to Venezuela on a diplomatic mission to seek support for the cause. Duarte never again set foot on Dominican soil and died in Caracas on July 15, 1876.

The restoration fighters understood that they did not need to defeat the Spanish Empire in great traditional battles. They needed to make maintaining the occupation increasingly difficult, costly and exhausting. They attacked, dispersed, appeared again. They knew roads, mountains and towns.

Spain could control certain positions, but permanently controlling the territory was much more complicated.

Nature also entered the war. The tropical climate, diseases, supply difficulties and exhaustion struck the Spanish troops while the Dominican resistance continued to spread.

However, reducing that war to its generals would leave out one of its fundamental protagonists.

The Restoration acquired a profound popular dimension. Farmers, merchants, artisans and ordinary citizens joined a struggle that little by little ceased to belong only to the men who had started it. Many of its combatants never held important positions or left names that today appear on monuments. They were anonymous men who knew the mountain roads, carried weapons, transported food, carried messages or left their homes to join the restoration forces.

There were also women linked to the cause, some performing support, communication and assistance duties in the midst of a war that penetrated deeply into the life of the communities.

That is why it is difficult to place the Restoration on the shoulders of a single man.

Santiago Rodríguez was there at the beginning. Luperón became one of its great commanders. Mella contributed military experience. Salcedo, Polanco, Pimentel, Monción and others assumed political and military responsibilities. But behind them there was a population that had reached a simple conclusion, certain that it could endure poverty, instability and sacrifices, but was not willing to definitively renounce its condition as a nation.

The war lasted for almost two years.

Spain began to understand that keeping Santo Domingo required too high a price. The occupation consumed soldiers, money and resources without managing to destroy a resistance that found new men every time it seemed weakened.

Finally, on March 3, 1865, Queen Isabella II signed the repeal of the annexation. Months later, the last Spanish troops left Dominican territory.

The Republic had returned.

That is why the meaning of August 16 goes far beyond the Cry of Capotillo. The independence of February 27, 1844 had established the right of Dominicans to constitute themselves as a nation. The Restoration put that right to the test again when sovereignty had already been lost.

The restoration fighters were not trying to found a new country. They were trying to recover their own.

And they succeeded.

The War of Restoration opened the historical period known as the Second Republic and left a lesson that survived those who fought in it. The Dominican Republic could be poor, politically unstable and militarily inferior to the great powers of its time, but it had developed a national consciousness deep enough to rise after having lost its independence.

Every August 16, therefore, the flag that was raised in Capotillo represents something more than a military victory that occurred more than a century and a half ago.

It represents the moment when a group of Dominicans began a war against an empire to recover a Republic that many believed lost.

And behind Juan Pablo Duarte, Francisco del Rosario Sanchez, Ramón Matías Mella, Santiago Rodríguez, Gregorio Luperón, Monción, Salcedo, Polanco and the other names preserved by history, there remained the protagonist who made that victory possible…a people who decided to once again become the owners of their homeland.

Santo Domingo, DR.- This August 16, El Faro Latino congratulates the Dominican people on the commemoration of the 163rd anniversary of the Restoration of the Republic, a date that recalls much…

[46
81
post-8395","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-reports","tag-hero
<!-- This site is optimized with the Yoast SEO Premium plugin v28.5 (Yoast SEO v28.5) -
