FLORIDA.- Dania J. Polanco Hiraldo, a representative of the Dominican Diaspora, originally from El Burro, municipal district of Maim\u00f3n, Puerto Plata, and a resident of Florida, made a public appeal to the minister of Public Health, V\u00edctor Atallah, to intervene in the prolonged stoppage of the Primary Care Center demanded by El Burro, Monte Aguilar, and other nearby rural communities.<\/p>

The complainant places before the minister a problem that could be simple for the State to resolve, but that for hundreds of poor families represents a matter of life or death. Her request is for Atallah to review the file, determine in which department it was stalled, and coordinate with the corresponding institutions the completion of a project that the community itself began with its own resources.<\/p>

For years, residents asked the local Public Health authorities to build a polyclinic. The wait became endless, and the community members decided to do on their own what the institutions had not done. Read this article in the Spanish version.<\/a><\/p>

The documentary history began on September 6, 2013, when Altagracia Polanco, the complainant\u2019s mother, donated to the Ministry of Public Health, free of charge, a 1,000-square-meter parcel of land intended exclusively for the construction of a rural polyclinic in El Burro.<\/p>

After two years without Public Health beginning the project, Polanco signed a second contract concerning the same land on August 4, 2015, this time in favor of the Andr\u00e9s Reyes Neighborhood Association. The community formed a committee, gathered blocks, cement, rebar, wire, fill material, transportation, and money, and began construction on September 25, 2015.<\/p>

Diaspora involvement<\/strong><\/p>

There was no public budget or construction company. There were men, women, and children willing to work. The cause also mobilized the Dominican diaspora in the United States.<\/p>

In Georgia, Zulma Berm\u00fadez sold clothing, utensils, and brooches; a Pathfinder Club from the Seventh-day Adventist Church in Pooler organized car-washing events, and the Hiraldo family sold sweet bread to raise funds.<\/p>

That effort is what Polanco Hiraldo now asks the minister of Public Health, V\u00edctor Atallah, to observe. The community did not remain passively waiting. It provided the land, obtained materials, and raised the first walls of the health center it needed.<\/p>

However, instead of receiving government assistance to complete the polyclinic, residents were warned by Public Health representatives that the structure could be demolished if construction continued without complying with official technical standards.<\/p>

Faced with the risk of losing everything that had been built, they stopped the work when the walls had reached approximately window level.<\/p>

The community went to the then-governor of Puerto Plata, Iv\u00e1n Rivera Bastardo, and contacted the Health Area manager, Juan Francisco Tati, but according to Polanco Hiraldo, those efforts did not produce a solution.<\/p>

The file demonstrates that the problem subsequently reached the Ministry of Public Health. In 2019, during the administration of Danilo Medina and the Dominican Liberation Party (PLD), technicians from the institution inspected the construction and acknowledged that it had been started by the residents \u201cwith their own financial resources.\u201d<\/p>

The Ministry surveyed the existing structure, redesigned the spaces in accordance with health standards, and prepared a technical budget of RD$7,622,781.91 to complete the center. The document was prepared by engineers Jos\u00e9 S\u00e1nchez and Joaqu\u00edn Alc\u00e1ntara and technically approved by architect Jacqueline Gat\u00f3n, then head of Infrastructure.<\/p>

Polanco Hiraldo asks Minister Atallah how a project known, inspected, redesigned, and budgeted by Public Health could remain stalled for another seven years. She also asks him to determine which institution received the file, where it was administratively stalled, and why it was never executed.<\/p>

A clinic in deplorable condition replaced the polyclinic<\/p>

While the project remained stalled, residents remodeled an old school and converted it into a clinic after regional authorities authorized the assignment of medical interns. Polanco Hiraldo contributed an examination table, chairs, medical equipment, nebulizers, and an electrocardiogram machine.<\/p>

The complaint maintains that the premises currently have cracks in the floor, leaks in the roof and walls, lack an adequate place to wash hands, and do not have some basic instruments to treat wounds.<\/p>

The official 2019 report itself described the clinic as a wooden structure with a zinc roof that operated precariously with medical interns. It is another of the conditions that the complainant asks Minister Atallah to evaluate through an immediate technical inspection.<\/p>

An emergency can become a long journey<\/strong><\/p>

In an emergency, residents of Monte Aguilar must travel approximately 35 to 40 kilometers to reach a hospital in San Felipe de Puerto Plata. The journey begins on an unpaved neighborhood road in deplorable condition, passes through Vuelta Larga<\/a> and Imbert, and can take more than an hour.<\/p>

Although the hospital in Imbert is located at a shorter distance, cases requiring specialized services could need to continue to San Felipe de Puerto Plata or travel up to 75 kilometers to reach the Jos\u00e9 Mar\u00eda Cabral y B\u00e1ez Regional University Hospital in Santiago.<\/p>

Polanco Hiraldo knows that risk. She recounts that her grandmother, Simeona Batista, died on March 14, 2016, at the age of 97, after suffering an abdominal aortic aneurysm.<\/p>

Eight days later, her grandfather Antonio Cabrera, 101, developed weakness, paleness, and difficulty breathing. The complainant, who holds a degree in Respiratory Therapy and has experience in intensive care, emergency services, and cardiopulmonary services, found herself without the necessary equipment and without a nearby center where she could assist him.<\/p>

She placed him in a vehicle and began the journey to the hospital in Imbert. According to her testimony, the transfer lasted approximately 45 minutes. Antonio Cabrera arrived without a pulse, and resuscitation efforts failed to save him.<\/p>

Polanco Hiraldo maintains that the loss reinforced the decision to continue fighting for the polyclinic to prevent other families from going through a similar experience.<\/p>

She also reports that Juana Hiraldo suffered a heart attack and died during a transfer to a hospital. Those circumstances are part of her testimony and explain the urgency of the appeal directed to the minister.<\/p>

The community is not asking the State to start from zero. The land was donated, the first walls were raised, and the project has an official design and technical budget.<\/p>

What Dania J. Polanco Hiraldo asks Minister V\u00edctor Atallah is to break the cycle of bureaucracy, identify the responsible institution, and set a definitive solution in motion. For Public Health, it may be a small rural polyclinic; for the families of El Burro, Monte Aguilar, and the nearby communities, it could mean arriving alive to receive medical care.<\/p>
