Elvin Dominici Encarnacion is a father, accomplished financial professional, and committed community activist whose work has left an indelible mark on Jersey City. Originally from the Dominican Republic, Elvin immigrated to the United States in March 2000. Arriving in a new country without knowing English, he began his American journey working at a car wash while attending ESL classes at Hudson County Community College (HCCC). Through perseverance and hard work, he overcame language barriers and built a successful career, all while profoundly engaging in community activism.
Professionally, Elvin has nearly two decades of experience in the financial industry. He is an Assistant Vice President at Morgan Stanley, leading teams in wealth solutions and capital raising. His extensive experience includes key roles at major financial institutions such as Bank of New York Mellon, JP Morgan Chase, and Fidelity Investments. Elvin’s success in these roles reflects his strong adaptability, meticulous project management skills, and ability to maintain robust client relationships in high-pressure environments.
Beyond his professional achievements, Elvin is a cornerstone of community activism in Jersey City. In November 2015, he co-founded the Hispanic American Commerce Association (HACA), the largest Latino small business association in Hudson County. Through HACA, Elvin has worked to empower Latino-owned businesses, providing them with the resources, networking opportunities, and advocacy they need to thrive. His role as a former General Secretary of HACA underscores his dedication to enhancing the economic strength of his community.
Elvin’s dedication to immigrant rights and city policy is further demonstrated by his work with the Jersey City Immigrant Affairs Commission, where he served as one of the inaugural board members. His efforts on the commission have focused on creating inclusive policies and ensuring that the voices of immigrants are represented in city governance.
His 2021 run marks Elvin’s political journey for Council At-Large in Jersey City. Building on that experience, he is now running for Council in Ward D, Jersey City Heights. With his campaign slogan, «Our City, Our Choice,» Elvin is committed to advocating for policies that reflect the needs and aspirations of all residents, particularly in the diverse and vibrant community of Jersey City Heights.
In addition to his community and political work, Elvin is a published author of poetry and novels in both English and Spanish, reflecting his deep connection to his cultural roots. His literary works, including Flor de los Deseos and Black Rose, showcase his creative talents and contribute to the rich cultural fabric of Jersey City.
