El Faro Latino Reviews Overseas Electoral Correspondence Contracting Linked to Dominican Elections

New York — El Faro Latino has initiated a journalistic investigation into contracting processes related to the distribution of informational correspondence sent to Dominican voters registered abroad during the electoral process associated with the Dominican Republic’s general elections held on May 19, 2024.

The investigation began following the receipt of information and documentation that raised questions regarding procurement processes involving vendors reportedly used for the distribution of electoral communications across various overseas jurisdictions.

As part of its journalistic verification process, El Faro Latino contacted officials associated with the Dominican Overseas Voting structure for the purpose of requesting clarifications, contractual documentation, and confirmation regarding the legal identity of companies referenced in documents received by this newspaper.

Among the entities identified during the documentary review was a company listed as Quality Fix Appliance, referenced in documentation associated with contracting related to the distribution of electoral correspondence abroad. In response, the newspaper requested official information to verify the nature of that contracting relationship, the legal structure of the entity, and the scope of services reportedly involved.

Subsequently, El Faro Latino submitted a formal public records request before the Dominican Central Electoral Board through file SAIP-SIP-97356, requesting:

• financial details related to contracts involving the distribution of electoral correspondence to Dominican voters abroad

• committed contract amounts

• names of contracted companies

• identities of legal representatives

• corresponding contractual documentation

• specific information regarding vendors identified in the documentation under review

This investigation is being conducted within the context of a broader journalistic examination of transparency and the use of public funds allocated to the Dominican overseas voting process, an operation involving logistical activities distributed across multiple countries and jurisdictions.

El Faro Latino stated that the objective of this investigation is to determine whether administrative contracting procedures related to international electoral services were carried out in accordance with the applicable institutional processes and with adequate documentary traceability.

The journalistic review also seeks to establish the actual volume of public funds committed through operational contracts associated with the overseas electoral process and to assess whether the institutional documentation provided allows for an accurate reconstruction of those expenditures.

At this stage, the investigation does not constitute a finding of wrongdoing by any institution, official, contractor, or third party. The purpose of the reporting is to independently review public documentation, verify factual records, and seek institutional clarification where questions have arisen during the reporting process.

El Faro Latino will continue documenting this investigative line as independent verification of the documents obtained progresses and as official institutional responses become available.
