Hochul signs state budget focused on lowering costs, housing and public safety

ALBANY, NEW YORK. – Governor Kathy Hochul has signed New York State’s new budget into law, a legislative package that the administration says is designed to lower costs for working families, expand access to child care, strengthen public safety and enhance consumer protections across the state.

In announcing the budget, Hochul said the plan addresses some of the most pressing concerns facing New Yorkers amid rising living costs and ongoing economic uncertainty.

One of the budget’s key initiatives establishes a pathway toward universal child care, a measure aimed at easing the financial burden on working families struggling with the high cost of caring for young children.

The budget also includes measures intended to reduce automobile insurance costs for millions of drivers and small businesses throughout the state. In addition, it provides $1 billion in energy rebate checks to help consumers offset rising utility expenses.

State officials said the legislation also includes a Consumer Protection Plan designed to combat excessive price increases and strengthen oversight tools intended to protect residents from unfair business practices.

In the area of public safety, the budget increases investments in subway security, expands efforts to combat 3D-printed firearms and homemade machine-gun conversion devices, strengthens protections for houses of worship and supports enforcement measures targeting dangerous speeding on public roads.

The legislation also advances the governor’s “Let Them Build” agenda, which seeks to accelerate the construction of housing and infrastructure projects by reducing regulatory barriers while maintaining existing environmental safeguards.

Another major component of the budget focuses on protecting children online. The legislation includes measures aimed at addressing online predators, digital scams and risks associated with artificial intelligence technologies that may affect minors.

On immigration-related issues, the budget includes provisions intended to limit the involvement of local law enforcement in federal immigration enforcement activities. According to the administration, the measures are designed to keep local police focused on local crimes, protect sensitive locations and strengthen accountability mechanisms involving federal immigration authorities.

Hochul said the enacted budget reflects her administration’s commitment to lowering costs, supporting working families and strengthening public services across New York.

While acknowledging that economic and social challenges remain, the governor stated that the budget represents a significant step toward addressing the needs of New Yorkers and expanding support for communities throughout the state.
