According to the request submitted by El Faro Latino, the investigation seeks to reconstruct the documentary and financial traceability of the overseas electoral process through official documentation to be supplied by the electoral institution itself.
Among the records requested are:
• a complete inventory of materials and documents delivered to each Office for the Coordination of Overseas Electoral Logistics
• records of budgetary approvals corresponding to each OCLEE
• the general budget for the three overseas electoral districts
• notifications of bank transfers or any other mechanisms used to transfer funds to custodians responsible for handling financial resources
• records confirming submission of financial reconciliations to the internal audit department
• detailed transactions associated with liquidated funds
• documentation relating to the return of unused resources, if any
• identification of the final destination of any remaining balances
The request forms part of a broader special public transparency coverage focused on the use of state funds allocated to the Dominican overseas voting process, an operation involving administrative and logistical activities distributed across multiple international jurisdictions.
As editorial background, El Faro Latino had previously conducted investigations related to Dominican electoral processes abroad, including documentary reviews concerning the financial execution of prior electoral cycles, which increased the newspaper’s journalistic interest in examining more deeply the management of public resources associated with the 2024 electoral process.
The newspaper stated that the central objective of this new investigation is to determine whether the institutional documentation permits a complete reconstruction of the administrative and financial flow of resources used in the overseas electoral process, as well as to assess the level of documentary traceability available for purposes of public transparency and institutional accountability.
The request was officially received through the institutional mechanisms established under Dominican public access to information legislation.
At this stage, the investigation constitutes a journalistic examination of public records, institutional documentation, and administrative financial processes, and does not represent any conclusion of wrongdoing, misconduct, irregularity, or legal liability by the Central Electoral Board, its officials, contractors, or any related third party unless independently verified through documentary evidence or established by competent authorities.
This investigation forms part of El Faro Latino’s special coverage concerning public funds used in the Dominican overseas voting process.
